ToR - Results Framework Development Using Outcome Harvesting
Terms of Reference (ToR) for Results Framework Development Using Outcome Harvesting, Outcome Mapping.
1. Background
PMU is a faith-based and rights-based development organization that works in partnership with
many different actors – both religious and secular – in Sweden and globally. PMU is part of the Swedish Pentecostal Alliance of Independent Churches (Pingst) and thereby belongs to the Pentecostal movement, a movement that is growing globally and, according to current research, is actively contributing to societal development in many locations around the world.For PMU the thematic area Peace and Democratic Culture is about promoting a good democratic culture, increased tolerance and participation, equality for minorities and other groups whose rights shall be particularly protected, including children and youth, as well as reduced violence and discrimination. It is also about strengthening civil society, empowering people to claim their rights, and shaping opinions.
Together with two local actors in Ukraine, PMU has a program that started January 1st, 2026, that will be ongoing until December 31st, 2027.
The programme strengthens civil society by empowering trusted local community hubs, particularly churches and civil society organisations (CSOs), to uphold human dignity, protect rights, and provide sustained support to vulnerable populations. Through improved governance, psychosocial services, and violence prevention, these actors contribute to inclusive communities grounded in peace, participation, and democratic values.
The programme focuses on enhancing the organisational capacity and credibility of churches and CSOs by improving governance, transparency, financial accountability, anti-corruption practices, and inclusiveness. As a result, they become more resilient and trusted contributors to a strong civil society.
In parallel, churches and CSOs are equipped to function as local resource centres offering psychosocial support to conflict-affected families, including veterans, military personnel, children, and youth. These efforts promote healing, non-violent communication, peaceful conflict resolution, and the emergence of a new generation of peacebuilders, strengthening social cohesion and community resilience.
The programme also builds the capacity of church leaders, counsellors, and local stakeholders to prevent and respond to domestic and gender-based violence, ensuring that survivors are recognised, supported, and protected, and that their rights are upheld.
2. Objectives
The programme will adopt an adaptive Results-Based Management (RBM) approach to remain responsive in a complex, war affected, and rapidly changing environment. Flexibility, continuous learning, and the ability to adjust quickly are essential to maintaining relevance, effectiveness, and accountability to right holders.
To support this, the programme will apply both Outcome Mapping and Outcome Harvesting, complemented by innovation incubators, learning platforms, systematic reflection, and active dissemination of lessons learned to networks, donors, and peer organisations. This combination is intended to strengthen a culture of learning, promote innovation, and enable evidence based adaptation throughout implementation. Monitoring will not only track activities and outputs but also behavioural and relational change among children, families, churches, and communities.
Although PMU and its implementing partners have experience with adaptive approaches in fragile contexts, the programme requires a coherent, participatory, and systematised results framework that ensures consistency across partners while remaining flexible and locally grounded. To achieve this, PMU seeks external technical expertise.
PMU is therefore looking for a skilled consultant or consultancy firm to design and facilitate the development of a comprehensive Results Framework that integrates Outcome Mapping and Outcome Harvesting, in close collaboration with PMU and its implementing partners. The framework should support a participatory and adaptive management approach, strengthen learning in a complex environment, and ensure that right holders’ perspectives are meaningfully incorporated. It should provide a common language and methodology for all programme stakeholders and contribute to strengthening the collective impact of the programme.
The consultant will support the development of a learning oriented way of working, with clear linkages to stakeholders, and facilitate a collaborative approach to achieving programme outcomes. The assignment will span a maximum of six (6) months, with up to twenty (20) working days, and will include at least one workshop in Ukraine.
The consultancy will be responsible for the following key deliveries:
– Establish Outcome Mapping as the planning and monitoring tool in the programme in Ukraine, together with PMU staff
– Conduct trainings with Ukrainian partners in Outcome Harvesting, together with PMU staff
3. Timeline
The project will span over 6 months, with a maximum of 20 working days allocated for the development of the results framework and conducting the workshop in Ukraine.

The fee for the work cannot exceed 105 000 SEK.
The consultant is expected to include their fee for maximum 20 working days, covering per-diem, visa fees, relevant taxes (e.g. VAT) and other incidental expenses, in their proposal. Flight tickets, training facilities, and lodging will be covered by the contracting organization. Payment will be conducted in two batches; after the first training in Ukraine; and after completion of the work.5. Submission and evaluation of Proposals
Consultants interested in undertaking this assignment are invited to submit their proposals by February 17, 2026. Late submissions will not be considered.
Proposals should include:
– A proposed methodology, including a brief outline of how the consultant plans to approach the development of the results framework and the workshops.
– A detailed breakdown of the consultancy fee for maximum 20 working days, including per-diem, visa fees, taxes, and other incidental expenses.
– Contact information for two professional references who can vouch for the consultant’s relevant experience and skills.
